The 1996 amendments to the Safe Drinking Water Act required states to prepare a strategy to assist public water suppliers in achieving technical, financial and managerial capacity. To accomplish this goal KDHE assembled a workgroup consisting of drinking water experts from across the State. The Capacity Development Workgroup developed the Report of Findings that the Kansas Capacity Development Strategy is based upon. The U.S. Environmental Protection Agency (EPA) approved the Kansas Strategy in September 2000. KDHE is required to annually report to EPA the activities conducted to implement the Strategy in the previous state fiscal year. In addition, KDHE is required to provide a report to the Governor every three years on the efficacy of the Capacity Development Program.
